FIXED load state enforcement
FIXED setup and removal
FIXED management rescue

The june update introduced lib.set_load() and began enforcing load states during the unload process. neomgr, setup, uninstall, and management rescue processes were overlooked in updating to handle these changes, as it still used the old config.ini manual write method. This has been resolved.

Also, load state enforcement was being routed to a debugging section, so it didn't work anyways. This has also been resolved.
